The Higher Apprenticeship in Software Development (Level 4) is a specialised Welsh Government-funded pathway designed to transform IT talent into high-level software professionals. Underpinned by the Agored Cymru Level 4 Diploma, this 111-credit framework focuses on delivering measurable improvements to your organisation’s software production capabilities.

The Level 4 Higher Apprenticeship in Software Development is specifically designed for Welsh employers looking to cultivate high-tier technical talent capable of managing complex projects. It is an ideal route for existing staff ready to progress from a Level 3 role or for new recruits—such as school or college leavers—who possess strong GCSE, A-Level, or Welsh Baccalaureate foundations.
This framework is particularly suited for organisations needing competent Software Developers or Software Testers who can work independently to plan, design, and secure high-quality code. Whether you are a specialist software firm or a public sector body undergoing digital transformation, this apprenticeship helps bridge the skills gap by developing professionals who can deliver modern, user-centric services.
Delivery Model
- 2 week “hot-start” for rapid development of industry-standard coding skills
- 24 monthly workshops focusing on key topics of the Diploma
- Monthly 1:1s
- On-site / remote observations to gather evidence for portfolio
- 6 assessment workshops
Qualification
- Agored Cymru Level 4 Diploma in Software Development (111 Credits)
- Assessment is via assignments and a portfolio of work-based evidence. There are no examinations in this Apprenticeship.
Upon completion of this apprenticeship, participants can progress to a Degree Apprenticeship (Level 6) in Software Engineering to earn a BSc (Hons) while working. They can also specialise through vendor certifications to master specific tech stacks. Relevant titles include:
- Microsoft Certified: Azure Developer Associate
- AWS Certified Developer – Associate
- Google Professional Cloud Developer

The Higher Apprenticeship in Software Development is fully-funded for individuals who are eligible for Welsh Apprenticeship Funding. To be eligible for a Higher Apprenticeship in Wales you must be:
- Aged 18 or above
- Living in Wales or working at least 51% of your time in Wales
- Employed for at least 16 hours per week or Self Employed; and
- Have the support of your employer to complete the Apprenticeship
A Non-Apprenticeship option to complete the Level 4 Diploma in Software Development is available for participants who do not meet the eligibility criteria for funding. The tuition fees for completing the Diploma are £3,995 inclusive of VAT.
